Tools: Add Total Internal and External Rental Fee fields

Project Tool Issues
-Tool Issues should be selectable within Data Restrictions, and these restrictions must be applied consistently across the system.
-Include all fields from Global Tools in Project Tool Issues.
Add two new fields:
-External Rental Fee
-External Rental Fee in Project Currency
Project Tools
-Implement live calculation of Project Duration (currently, the column remains empty if the tool is still active in the project).
Add two new fields:
-Total Internal Rental Fee
-Total Internal Rental Fee in Project Currency
Add two additional fields that aggregate the new fields from Project Tool Issues:
-Total External Rental Fee
-Total External Rental Fee in Project Currency
