Import Configuration to Prevent Moving Incoming Project Tools
We require a configuration option in the Tools Import module that blocks the movement of Project Tools when they have status 1 = Incoming. This ensures that tools which have not yet been fully received or processed cannot be reassigned or relocated prematurely.
